Capacity is defined as the ability to receive, hold, or absorb something, whereas Capability is the ability to perform or achieve certain actions or outcomes through a set of controllable and measurable features, functions, processes, or services. It is simply the ability to perform or achieve certain actions or outcomes. As it applies to human capital, capability represents the intersection of capacity and ability.
Capacity Building is the process by which individuals and organizations obtain, improve and retain the knowledge, skills, abilities, behaviors, tools, equipment, and other resources needed to do their jobs competently.

This approach focuses on understanding the obstacles which inhibit people and organizations from realizing their development goals while enhancing the abilities that will allow them to achieve measurable and sustainable results.

Capacity building can be achieved via the following approaches:

Top-down organizational approach

  • Building and sustaining both organizational capacity as well as the expertise of individuals via training programs, whereas organizational infrastructure includes non-personnel resources which in their presence or absence contribute to capacity.

Bottom-up organizational approach

  • This approach focuses on training members of the organization and providing them with skills and knowledge which is not only beneficial to the individuals concerned but more importantly to the organization and the wider community.

Partnerships approach

  • The development of partnerships between organizations or groups of people who might otherwise have little or no working relationship is expected to create a synergy where the output of (1+1 is definitely more than 2).

Community organizing approach

  • Is a process where people who live in proximity to each other come together into an organization that acts in their shared self-interest. It raises people's knowledge, awareness, and skills to use their own capacity where people can better understand the decision-making process
